Data Custodian account

Can I create my account on data custodian the same as I can in Third Party? I am signing in with my credentials to Third Party portal but I am missing an option to sign up in data custodian portal and have to use only test accounts. Is that intentional limitation?

  The Data Custodian (DC) in the Test Lab assumes the context of a production system at actual LDC i.e. the DC manages user accounts in that case. So yes the intention is that you should use one of the pre-existing user accounts in the DC database.
